Globalizarea si extinderea UE ca pret electoral pentru stanga

Multa lume s-a intrebat [si inca se mai intreaba] care sunt motivele pentru care in Europa criza economica si finalul suprematiei necontestate a politicilor de tip neoliberal nu a adus voturi masive in tabara stangii. Sunt convins ca pentru multi politicieni de stanga comportamentul alegatorilor a fost inexplicabil, provocandu-le o mare surpriza si nedumerire, rationalizarile ulterioare conectand motivele votului anti-stanga de realitatile politice interne ale tarii respective, fara insa a surprinde nici o trasatura pan-europeana a acestui esec electoral.

Cred de ceva vreme ca stanga ar trebui sa reflecteze mai intens asupra a doua fenomene pe care le-a promovat mai deschis si mai angajat decat dreapta conservatoare. Anume: globalizarea si extinderea europeana. Nu ma indoiesc nici o secunda ca acestea sunt motivele principale pentru care electoratul vest-european [pentru ca la noi s-ar putea ca asta sa fie mai putin cazul] si-au schimbat preferintele electorale [adesea fara a si le schimba pe cele politice]. Astfel se explica in mare masura hemoragia de voturi a SPD catre Die Linke, spre exemplu.

Dau mai jos un pasaj dintr-un articol foarte pertinent scris al lui Rene Cuperus pentru dezbaterea desper “Societatea Buna”. Articolul este intitulat A Good Society Not Only For Academic Professionals!

European social democracy faces an existential crisis for one reason: the electorate is of the opinion that social democracy is betraying the good society it once promised and stood for – the good society of equal citizenship, solidarity, social mobility, trust and strong community. The electorate thinks that this good society has been undermined and destroyed by an elitist, pseudo-cosmopolitan concept of the good society, built around neoliberal globalisation, European Unification, permanent welfare state reform, ill managed mass migration, the rise of individualism and a knowledge-based meritocracy.

Europe faces a dangerous populist revolt, against the good society of both the neoliberal business community and progressive academic professionals. The revolt of populism has been ‘produced’ by the economic and cultural elites. Their ‘TINA’ project is creating fear and resentment on the part of the non-elites. A deterministic image of a future world of globalisation, open borders, free flows of people, and lifelong-learning in the knowledge-based society, is a nightmare vision for non-elites.

In the elite narrative, sizable parts of the middle and working class are being confronted with economic and psychological degradation. Theirs is no longer the future. They feel alienated, dispossessed and downgraded, because the society in which they felt comfortable, in which they had their respected place, and which has been part of their social identity, is being pushed aside by new realities. They consider social democracy to be part of the ‘modernisation’ that is eroding old comforts and old securities. In far too many countries social democracy has lost touch with these sentiments and anxieties. It has become part of the ‘brave new world’ of the bright, well-educated, entrepreneurial and highly mobile.

Nu cred bunaoara ca parlamentarii de stanga din Parlamentul European nu cunosc deloc aceste realitati. Insa poate ca intr-adevar nu le sunt atat de prezente in minte, sau poate ca sunt foarte concentrati pe aspiratiile si asteptarile celor care traiesc in state-candidate si isi scapa din vedere propriul electorat. Inteleg foarte bine acest lucru mai ales in randul parlamentarilor din tarile nou intrate in Uniunea Europeana, care sunt inca foarte aproape, atat geografic cat si temporal, de realitatile economice si politice ale unui stat-candidat.

Nu stiu insa daca ajuta foarte mult cand parlamentarii Grupului socialistilor si democratilor europeni subliniaza, cu ocazia audierii comisarului european desemnat pentru extindere si politica de vecinatate, Štefan Füle, importanta procesului de extindere, considerand ca trebuie sa fie aceleasi conditii, criterii – si asteptari legate de calitatea de membru– pentru toti:

“Procesul de extindere trebuie sa continue in mod cursiv intr-o directie care sa intareasca stabilitatea, prosperitatea, democratia si pacea in Europa. Cetatenii europeni trebuie sa fie bine informati de importanta procesului de extindere iar UE trebuie sa mearga in aceasta directie pentru a-i implica in acest proces. Este clara necesitatea ca fiecare stat candidat sa continue cu reformele necesare si sa raspunda in mod pozitiv criteriilor de la Copenhaga. In acelasi timp, Uniunea Europeana trebuie sa fie credibila in ceea ce priveste angajamentele asumate, oferind tarilor candidate perspective reale de aderare” [Din comunicatul de presa al Delegatiei social-democrate romane in Parlamentul European, 12.01.2010]

Nu spun ca acum ne-am vazut cu sacii in caruta si ar trebui sa schimbam placa. Insa poate ca stanga europeana [si o includ aici si pe cea romaneasca] ar trebui sa reflecteze mai mult asupra invatamintelor care ar putea fi trase de aici. Sa nu fiu inteles gresit [anti-globalizare si anti-extindere]: progresul este bun, dar nu atat de bun incat sa sacrificam oameni de dragul lui.
